Site Visit Requirements for Retrofit Coordinators

TrustMark has released updated guidance on site visit requirements for Retrofit Coordinators (RCs) and qualified professionals, which took effect on November 18, 2024.

Particular points to note include:

Risk-Based Approach:
Retrofit Coordinators will adopt a risk-based approach when coordinating projects. Site visits will be required if deemed necessary to ensure compliance with PAS 2035:2023.

Mandatory Site Visits:
Site visits will be mandatory for all PAS 2035:2023 projects involving the installation of External Wall Insulation (EWI), Internal Wall Insulation (IWI), Room-in-Roof Insulation (RIRI), Underfloor Insulation (UFI), Park Home Insulation (PHI), and Flat Roof Insulation (FRI).

Key Guidance Updates:
1. Qualifications for Site Visits
Clarification on the qualifications required for those conducting site visits.
2. Qualified Designer Requirements
Updates to requirements for designers involved in projects.
3. Digital Evidence for Other Measures

  • Minimum Evidence Requirements:
    Include lodgement confirmation and specific documentation.
  • Clarification on Digital Evidence:

  • If digital evidence is collected by someone with an undisclosed conflict of interest with the RC, physical onsite inspections will become mandatory for all projects. This decision will involve all Accreditation Schemes with which the RC is registered, and TrustMark may increase risk-based audit frequencies.

Final Decision Authority:
TrustMark will make all final determinations regarding an RC’s use of digital evidence facilities.

This updated guidance aims to provide clarity on site visit expectations and reinforce the critical role of Retrofit Coordinators in ensuring compliance and quality.
